Describe the bug on testnet pending contract deploy does not show up

To Reproduce Steps to reproduce the behavior:

  1. Go to sandbox
  2. deploy a contract
  3. click on 'open tx in new tab'
  4. See that it's an empty page

Expected behavior explorer should show pending tx info + details
