Show transaction execution cost

It would be really helpful to show a transaction's execution cost on the tx page. Because these costs are somewhat arbitrary numbers, it would probably be helpful to show them in the context of the block budget (ie % used).

For your reference, here are the block limits for mainnet

    write_length: 15_000_000,
    write_count: 15_000,
    read_length: 100_000_000,
    read_count: 15_000,
    runtime: 5_000_000_000,

@andres I don’t think a block fullness visualization makes sense here, the percentages are usually so small (correct me if I'm wrong!) that the visualization wouldn’t be meaningful or noticeable.
