Duplicate blocks under "apply" for stacks

I'm currently working on an indexing service, but it seems that sometimes I'll get duplicate blocks with different heights for a given height, and they are both "apply". I'm set up to index both apply and rollback events, but I have yet to receive a given rollback for any height.
