Design fuzz testing approach for chainhook

Faulty predicate registrations have resulted in node crashes in the past. I suggest we add Fuzz testing, or a similar generative testing approach, of the predicate endpoint. This will surface any remaining fixes required for the service's data validation.

As an output of this ticket, create a proposal, placed into a different ticket, with engineering sizing included.
