Publish release to crates.io

Consider publishing releases to crates.io and possibly contesting the squatted festival crate.

I contacted the owner in March although it seems they are MIA.

I think the crates.io policy is pretty lenient on squatters, there's much more famous examples of squatted crates that have had no action, so without the owner I don't think I can do anything.

Regardless, festival requires certain system lib files and relies on external libraries not published to crates.io so I don't think it would build properly.
