This is essentially the same branch as https://github.com/hms-dbmi/higlass-server/pull/67 I just made a mistake pushing new code to it which is unnecessary. So I closed the other branch and re-pushed this one.

Does this PR still need to be merged or is it superseded by others?

@pkerpedjiev I think this is not yet superseded by other branches but I'll double check. Maybe I'll setup a new branch because I somehow lost track what's what with the Scalable Insets update
