Thailand: duplicate fips

Expected behaviour

There should be unique fips in th-all.js and coordinates should be valid

Actual behaviour

Found 2 duplicate fips fips: TH32 for woe-id: 2347157 and fips: TH32 for woe-id: 2347152 => possibly TH27 ? fips: TH59 for woe-id: 2347183 and fips: TH59 for woe-id: 2347185 => possible TH61 ? (this record also has negative coordinates)

Found 1 incorrect coordinate coordinates for woe-id: 2347185 has negative values and won't render in map

coordinates for woe-id: 2347185 has negative values IS CORRECT and can be displayed on map after I changed fips: from TH59 to TH61
