[Family Computer] Implement the Expansion Port

The Nintendo Family Computer Expansion Port is used by the Kousenjuu Series Gun and Family BASIC Keyboard, but it's unemulated on higan. I hope this nightmare ends sooner or later!

No offense, but a feature of a system being unemulated in a multi-system emulator isn't exactly a nightmare, TBQH.

Near is dead, so that probably means no further development will happen.

KiwiFarms is responsible for Near's death, so it's time for that website to be erased from existence!

Actually, this was implemented on nSide (a fork of higan v106).
