Feature request: Option to control quote-reply behavior

Currently quote-replying on the matrix side turns the message into a single tag. This might be fine for translation between matrix conventions and IRC conventions, however seasoned IRC users using heisenbridge might know about the IRC conventions, and want to intentionally quote when quote-replying (like when replying to a message from a while ago). I'd like to propose an option for changing quote-reply translation behavior:

• Turn reply-quotes into tags (default)
• Keep reply-quotes as is
• Turn reply-quotes into tags only if the last message of the person being replied is the quoted one (a middle ground)

Also would be nice to have an option to control quote style:

• Matrix / email style:

> blah blah message being replied to
whoever: reply content

• IRC style:

<whoever> blah blah message being replied to
reply content

As I commented on Matrix this sounds like a good idea as long as the default is non-quoting.
