[protocol] Let the "debtCeiling" be initialized in "listBond"

It would reduce the number of contract calls the protocol admin has to undertake when initializing the protocol.

Ditto for "collateralizationRatio" and "liquidationIncentive " in "listCollateral".

Well, implementing this would help with lowering the overall gas prices of bootstrapping the protocol. At current ETH prices, that'd be helpful.
