[FR] outbound-providers

Feature description

فورک زیر از SingBox ، بخش outbound-provider را اضافه کرده که بر مبنای آن، امکان ایمپورت چند proxy-provider کلش (متا) در آن مهیا شده: https://github.com/tearmoon/sing-box https://github.com/tearmoon/sing-box/tree/dev-next/route
