Unable to add VPN to iPhone in iOS 26 Beta5

What Happened?

Today I upgraded my iOS system to iOS 26 Beta 5. Then I found that when I clicked to add VPN, a pop-up window popped up asking "Do you want to allow adding VPN?". If I clicked "Agree", it would jump to the VPN interface in the settings, and then there was no follow-up. Unlike the previous version, there was no pop-up window asking for password or FaceID verification, nor would the VPN be added. I hope this problem can be fixed, or can you provide relevant parameters so that I can manually add VPN in the settings?

Minimal Reproducible Example (MRE)

1. Open Hiddify
2. Click the "Connect" button
3. Select Agree in the pop-up window "Do you want to add VPN?"
4. Jump to the VPN settings interface
5. No follow-up
