[BUG] RU routing for sing-box

Describe the bug Not start singbox config with RU routing

To Reproduce Steps to reproduce the behavior:

1. russia country in general settings

2. Copy Full Singbox from All Configurations link

3. Paste to sing-box app, run this config with error

Expected behavior A clear and concise description of what you expected to happen.

• Hiddify Panel: 10.70.4
• Device: Galaxy S23
• OS: Android 14
• App: sing-box for android
• Version: 1.10.0-alpha.25

No rule_set link in config:
