@jack1902 in your diagram you have worker node group, but isn't [Horizontal Pod Autoscaler](https://kubernetes.io/docs/tasks/run-application/horizontal-pod-autoscale/) was designed to scale pods?
Confirmed. The issue still exists and is really annoying, since it allows non-compliant resources to pass.

Looks like this one is a duplicate https://github.com/aquasecurity/cloudsploit/issues/526 But it has a good explanation of what needs to be added to GCP plugins to make address the issue.
Your best bet would be installing twistcli binary on Buildkite host and referencing it in your script.

I think this information is available in openapi file in the Compute console.
