Stop saying "capabilities" outside of Contexts & Capabilities

Where is the problem?

In the documentation for Interfaces. Likely in other locations too.

What is the problem?

We shouldn't say that Hack features grant "capabilities" when capabilities already has a very specific meaning.

Example:

A class can implement a set of capabilities—herein called a contract---through what is called an interface.

^ This is bad.
