feat(api + web): user settings

Users should be able to have 100% control over their account, meaning we should add:

• [ ] Ability to download user data
• [x] Ability to delete user account
• [ ] Ability to deactivate account? (open to thoughts)

• [ ] ability to move cards/part of userpage around layout
• [ ] ability to edit userpage data, e.g banner/name/etc.
• [ ] ability to make user profile private
