Add theme creation command

As discussed on https://github.com/hexojs/hexo-cli/issues/175, this Pull Request adds a new command to the cli named theme. It creates a fresh new theme structure on the user's current directory.

Could you document the new commands in https://hexo.io/docs/commands ? Otherwise it looks good to merge
