Get room state by type

GET /_matrix/client/r0/rooms/:ROOM_ID/state/:EVENT_TYPE/:STATE_KEY

Should be updated to use newer version. However, remember to refactor our SimpleMatrixClient to use it also at fi.hg.matrix.

The response DTO is GetRoomStateByTypeResponseDTO.
