Apply allow motion/autonomy checks to all relevant commands

Recent merges add a lot of code which can make the robot move in various ways, and more changes are incoming. The allow motion (and autonomy) flag should be checked for each of them to conform to the expectation that this is available.

  • [ ] arm commands
  • [ ] docking commands
  • [ ] rolling commands
