This PR shouldn't be merged, but instead should be the dashing branch.

Changes

Convert codebase to ros2 dashing
Tested with bosdyn v2.3.0 / ROS2 Dashing / Ubuntu 18.04

'spot_description' and 'spot_viz' conversion to ros2

Hi @FransmanTNO . Please mark this as WIP until all packages are converted. Description, msgs, parameters, launch, and viz are all still missing.

Closing this. People who want a ros2 driver should use https://github.com/bdaiinstitute/spot_ros2 for the time being. I hope that it will be possible to merge the work done there and here into one repository, see https://github.com/bdaiinstitute/spot_ros2/issues/25.
