HashTable arbitrary changes to TopTable

The Hashtable does arbitrary Change to Top Table after the first TopLevel Change if Bottom Table was selected or if Package was Bottom Table before.

The Bug is located in allocateblock, instead of using the specified Setting, the Hashtable is forced to Top Table after each TopLevel Change.
