apt is using deprecated force-yes flags

On every run I receive this warning:

W: --force-yes is deprecated, use one of the options starting with --allow instead.

Would it be possible to switch to the allow flag to reduce build log noise?

Hello, did we get a resolution on this from Heroku? I see this in the build log for every dependency library listed in Aptfile, that i need to add for my environment.

Came across this issue today when looking at my build logs. Is this something we can consider now that we are past EOL on Cedar-14? cc @joshwlewis
