make streaming the default upload method

Streaming is robust and 10x faster than upload without -s. I suggest we make it the default upload method for geojson, geojsonl, and csv files.

Shapefiles should default to non-streaming upload until we resolve #134.

If a user selects -a, this method will also not stream.
