Remove the retirement community

This PR removes the "retirement community" in an alt table. That was added way long ago to deal with the issue of overly-complicated outputs from Herbie. Now that Pherbie is default, that issue is handled in a simpler and more complete way, and the retirement community is needless complexity.

Results for this were quite bad on the nightlies, surprisingly so. Clearly I'm not going to merge this, but let me leave the PR open for a bit so I can at least extract some safe changes into a PR. Longer term it would be nice to know why the retired alts matter so much; naively it doesn't seem like they should be too important.
