[BUG] Failure graph Uses Wrong Date format

Describe the bug While everything else in the app uses local time, the Failure graph uses UTC Dates to organize the success and failers

To Reproduce Steps to reproduce the behavior:

  1. Any tests done before 5 pm PST will show up as being done yesterday on the graph

Expected behavior The Graph should sort the graph by the Date it displays to the user
