Layer 2 filtering

Suggested solution

Add layer 2 filtering capabilities that existed in WFP since Windows 8 - https://learn.microsoft.com/en-us/windows/win32/fwp/what-s-new-in-windows-filtering-platform . I think at least MAC-based filtering should be included, but it would be nice to be able to filter frame types (PoE, LLDP, IPX, AARP, etc.)
