Add script tag formatted for Google Analytics 4

Google Analytics 4 uses gtag.js, and has removed the UA code. Both Google Analytics 4 and legacy can be run at the same time on the same site (to support legacy users).

It made sense to build a second class so that config allows both, either, or none to be supported; and the config file just needs to ammended appropriately.

This addresses #49.

Yeah can you describe more about the testing, i am looking for wider implementation outside jekyll.

this PR is 2 years old.. any chance to merge and release this plugin? or should we go with jekyll-rushed-analytics?

mine is not yet truly tested, I am too busy rn. I need a tester to develop my version.
