See https://github.com/w3c/webrtc-stats/issues/416 for motivation for totalEncodedBytesTarget despite targetBitrate existing at the time of adding it
@aboba @Orphis We ICE-boxed this issue a while a go, but there has been plenty of SVC work recently. Is SVC stats something that we should revisit? TPAC could be...
@Orphis What are the metrics that would be of interest on a per-SVC layer basis?
TPAC decision: Something like "svc-layer" stats makes sense ([slide](https://docs.google.com/presentation/d/1Xprz0ElNTUWRDdX6kyp11cZ4ItTvUFUmzoXsKZdXxuU/edit#slide=id.g60354ba5f0_6_121)), but how to identify the layer is probably more complicated than "unsigned long layer" and if we want to describe relationships...
@vr000m Will you look into the layers question and make a PR?
If we had the background audio level, could a meaningful "signal/noise ratio" be derived by dividing signal audio level (total - background noise level) by total audio level?
Removing TPAC label for the same reason as described [here](https://github.com/w3c/webrtc-stats/issues/465#issuecomment-530795333).
1) - What granularity is needed to be able to tell anything more useful than "there is or isn't audio being produced right now"? getStats() gives you aggregate counters, so...
Action item on me to split this up into two issues and follow up on a) and b) separately
I'm not working on this, sadly. Unassigning myself to reflect that.
