Redirect /offers to /resources

Ideally would also rename the code as well, but easy to start with just the URLs.

Should redirect any old offer URLs, although I'm not sure if we ever erally linked to any offers directly.

Is the ideal situation here that the Offers controller/model etc are renamed to Resources?
