Improve availability of example and test data

Feature functionality

Inspired by the General dataset API of scikit-learn, it would be good to have something similar for HeAT. I do not mean to re-implement what's already there, but potentially wrap that functionality or make otherwise available in HeAT and document this for people who are new to the library.
