version_skew -> release process does not enforce doc updates

While the release doc. has been updated part of https://github.com/helm/helm-www/issues/675 , this step is not enforced. As such, helm 3.12.1 is already out, but the version_skew does not hold the k8s compatibility on previous 3.12.0.

(Another - ideal - option would be automating the update of the docs, should anyone know the location of the release scripts.)

Hi, As I am not part of the team doing the builds, that would be hard. I can prepare some simple scripts, but someone with knowledge on the build flow and triggers should incorporate them. Does this sound helpful?
