Fix capitalized anchors in HIPs

No material changes to these HIPs.

These capitalized anchors are causing warnings when imported into Docusaurus, so we may as well fix upstream here.

Note I'm not changing anchors to external links, eg Go anchors to line numbers, which are fine.
