Remove deprecated charts-repo-url option

The --charts-repo option is no longer used, since https://github.com/helm/chart-releaser/pull/144. This PR removes it from the action as well.

Fixes #122.

It doesn't appear that this repo is participating in Hacktoberfest. But if you feel like adding the hacktoberfest-accepted label to this PR, so it counts, that'd be awesome. If not, no worries; I'm happy to contribute either way.
