Allow to log into public HotSpots using WISPR https://docs.microsoft.com/en-us/windows-hardware/drivers/mobilebroadband/wispr-authentication

Many public HotSpots are using the WISPR protocol for logging in via a captive portal.

This seems to be the more generic variant of https://github.com/Haxe18/telekom_fon_connect/ which is working well for me.
