openQA would have to change the theme, does it in any tests? that would already affect the needles in a significant way
There is going to be only one wallpaper visible to openQA if only one theme is selected during the install. The default theme is light

Did you have an opportunity to check if there's any significant difference between how rsvg and inkscape render those images? Otherwise, if you could please save the svgs as optimized...
I have a feeling that using Aeon green is a bad idea for a distro agnostic wallapaper, since it does imply Aeon pretty strongly
Why would we do time based change? Let's change them based on light or dark theme. openQA to my knowledge doesn't test dark theme, so it wouldn't make any difference...
 I haven't investigated it deeply, but why do they look this different?
/usr/share/default seems like a mirror of /etc/default, how about /usr/share/branding to follow the package naming scheme?
