Assert By Global Coordinate System

Due to upcoming deployments in agricultural areas and potential research deployments it will be necessary to assert hotspots by latitude/longitude coordinates. Remote assertion is pretty easy with cross-streets, but much more difficult on tracts of agricultural or undeveloped land. It is necessary to do this in the CLI wallet for DIY hotspots so I imagine this could be done in app as well.
