Notification Based Requests (Payments, Assert Location, DC burn, etc)

Feature Request:

Provide the ability to send a payment request from sender to owner (account requiring signature to complete associated transaction). For ease of use this could be done by sending the encoded transaction string to then be signed by the recipient or JSON formatted string to work along with current QR code implementation.

This could be used to request payments, assert location, DC burn requests, and even future reward splitting if created. It might make sense to also consider the ability to receive M keys associated to the potential adoption of M-to-N multisigs.
