Location Assertion - unrestricted

Describe the bug The location assertion chain request permits overlapping placement of miners.

To Reproduce One owner installs two hotspots side by side asserting the same location. ; A second owner installs a new hotspot overlapping an already existing asserted location by another owner.

Expected behavior The location assertion should prompt the user with a warning that recommends a placement distance of greater than 300m and ideally greater than 900m between hotspots. The user would then either have to agree to proceed or reassert location at another time after install is complete.

Additional context With the prolific growth of the network, increased number of users and hotspot density also indirectly with the ability for users to now purchase two hotspots at a time I have encountered a high number of individuals that did not understand that the hotspots could not be collocated. You can typically see them as collocated overlapped hotspots on the network explorer and same wallet owner. I also see that in some cases the locations asserted are not the true location and in most of these cases it appears to be that the owner does not understand the importance of exerting the true location or how it relates to PoC.

Adding a simple warning would flag the users that location assertion is a critical component to the performance of the hotspot during install or secondary relocations.
