Feature Request: Allow setting data credit limit per device

Please describe your issue: When offering services that are tied to amount of data paid for, it would help to have the ability to assign how much data credits each device is allowed to use. If the limit is reached, the LNS should tell the gateways to stop purchasing packets. This will enable new use cases where the amount of data any one sensor uses can be billed separately.
