Investigate whether supplying aux vars immediately after miner boot causes a stall

Problem

I have noticed when running a miner with aux ledger and immediately supplying any auxiliary vars (poc-v11 in this case), the aux ledger would stall. My guess that this happens because the snapshot that the miner loaded with may not have the required poc_request transaction for a corresponding receipt (which may appear in an early block).
