Exclude dataonly hotspots from reward/tx scale
Currently, dataonly hotspots (which also have some data transfer rewards) are being include in reward scale calculations. However, since dataonly do not participate in proof of coverage, they should not be considered for reward scaling and thus not be assigned a tx scale.
Example: https://api.helium.io/v1/hotspots/112oTtA4B9bULBWM2TnH84C8Y5csoQNcmmPg2DigGvJ24j5Nd6zE. This dataonly hotspot appears to be using a miner (not gateway-rs) and has received rewards for data transfer. It has a reward scale.
Noted. I'm not sure how quickly we'll be able to get to this, or how much it will matter once there are fewer data-only gateways. In the end if we can expand the capabilites of the light gateways quickly enough it might not make a ton of sense to fix this, as it will have a performance cost.
