FR: Add target type: "Global: Last touched: Set automation touch state"

Currently, it is not possible to set the automation touch state for the "Global: Last touched" target. This is a request to add this feature, which would function in a similar manner to the following target types:

-Track: Set automation touch state -FX parameter: Set automation touch state -Send: Set automation touch state
