Introduce version numbering for presets on application level

SemVer should be used, not just for the ReaPack packages but also encoded in the preset itself. Then we can provide questions like "Would you like to update the preset to the latest version?" or a button "Update preset" that lights up only if a new compatible (minor change) version is available.

Any customization of the existing preset should disconnect it from that "update chain".
