Global: last touched does not work with item fx

Currently it does not appear that a knob assigned to Global: last touched works with fx parameters on item fx. It works fine if the same plugin is instantiated as a track fx. It would be great of the Global: last touched also supported item fx parameters as well.

ReaLearn v2.9.1, Reaper v6.30, OSX 10.14.6

At the moment, item/take FX is not supported at all by ReaLearn. I'll keep this as ticket to add it in general. But this will quite a bit of work, nothing short-term.

Thanks! I know it's not supported by Cockos either, as unfortunately the Reaper Action: Adjust last touched FX parameter (MIDI CC/OSC only) doesn't work with item fx.

The good news is that it can be done, in a clean way. REAPER's API is not the limitation. Just needs work.
