Found this ticket (+https://github.com/microsoft/CCF/issues/4170) whilst looking for an endpoint to get the current constitution. This would also be helpful to me for local testing of constitution changes.

Fixed, however work is still required in consensus/window.go to correctly handle out of order requests
+1 for option 2. The specific request does not matter for what we are modelling in `ccfraft` and specify requests are model in the consistency spec
