Added eth-json-rpc-filters to devDependencies

Tests were not running because devDependencies is missing eth-json-rpc-filters used by https://github.com/hegic/contracts-v1/blob/master/test/utils/utils.js#L12

Also added .nvmrc to make sure everyone is using the same node version.
