[CHORE] Do not generate untranslated grammars

Describe the bug #3651 and also #3848 remove committed grammars, but we should prevent lark files to be generated for non-translated grammar in generate-grammars: https://github.com/hedyorg/hedy/blob/main/content/yaml_to_lark_utils.py
