Savannah Citadel Day Act 4's first flames above the ramp always hit you due to a shorter launch above ~40fps

Had the same issue while playing at 60 fps. Noticed that if you play at 30 fps (original target framerate) the issue does not occur and the obastacle is avoided as intended. It definitely is caused by the higher frame rate
Additionally, upon entering the wall jump section after the first Jump Selector, Sonic always gets hit by the flame due to his wall jump height scales with frame rates. So this stage has 2 high fps bugs overall.
