Changing the API to Vulkan in the config.toml file does not work

Describe the Bug
The game refuses to change the API to Vulkan even though it's written correctly and saved, it only stays as D3D12. When typing random letters it reverts back to auto, but it does not for Vulkan.

For the API to change from Auto/D3D12 to Vulkan

Additional Context
I had already updated my driver and gotten the recent release this morning and it worked fine, it was on Vulkan and I had no issues, but after I closed it it reverted back to having the flashing lights issues and staying as D3D12 permanently
I seem to have the same issue - however, in reverse. If I want to use D3D12 the game stull uses Vulkan.

I'm also facing the same issue, and the game crashes in multiple moments when I'm using D3D12

- GPU Driver: (e.g NVIDIA driver 545.XX, AMD driver 24.X.X, etc.)
- OS: (e.g. Windows 10, Windows 11, Linux distro)
- Version: (e.g. 1.0.0)
Intel Core as described above by your report is not a valid CPU as that's just the brand, we need the full model name.
