With the global launcher depricated, can't we emulate the drush global launcher?

Is there a reason we can't use the same techniques that drush uses where the global drush figures out which site it is in and then executes the proper local drush command?

Where did you hear that the global launcher is deprecated? Is that why the global launcher download is broken? (https://github.com/hechoendrupal/drupal-console/issues/4275)

The documentation still says we need it: https://drupalconsole.com/docs/en/getting/project

Is this thing maintained any more? I'd like to explore using it as an alternative to Drush, but I'm getting the impression it's not maintained.

@maskedjellybean I am not sure which 'issue' I saw that there was no intention to fix this other than correct the instructions. It was either here or in an issue on drupal.org.

This issue is to discuss a potential solution to mimick the way drush does it.
